Fixed template storage format: templates now only store true relative paths and no longer save "origin" paths and "optional" has been removed, it was never used.
Upgraded all templates to new standard
Template system now correctly handles child objects: Child objects no longer have to specify restricted they inherit from parent
Restricted now operates at the object level and makes no assumptions about parent
Restricted templates can now be combined and seperated on creation
ly_get_list_relative_filename has been deprecated for o3de_pal_dir

Before the material used a workaround to expose the otherwise hidden double-sided flag, made the object get rendered in the transparent pass. I updated the material to be opaque, not that the double-sided flag is available outside the opacity property group.

- Fixed cloth asset, which stopped working due to Updated skeleton logic: #2957 which changes how fbx graph nodes are collected (affecting its names, which is used by cloth modifier).
- Fixed cloth test suite active call to base's run_test function. It stopped working when its signature was changed here: 182d410#diff-3f5d93b0a76c838893693f19f2eacfe3e67040d445d6463c5c425ef5075cb409
- Renamed nvcloth TestSuite_Active.py to TestSuite_Main.py to be consistent with the other test folders.
- Fixed ModelAsset creator clone function. It was missing to copy the material slots, ultimately causing Material Component to show 0 material slots.
- Fixed crash where the revert overrides menu was not created when checking changes for selected component and selected entities.

The cloth rule stores the name of a mesh node that is used to retrieve
cloth data from. However, at asset processing time, the model builder
switches things to look for the optimized version of a mesh. The cloth
rule was not doing this, so it would return the cloth data for the
unoptimized mesh. This resulted in the final mesh having some data from
the optimized mesh and cloth data from the non-optimized mesh.
This changes the cloth rule to use the optimized version of a mesh, if
it exists, and fall back to the unoptimized mesh when it does not exist.
This closes issue 2454.

- The output vectors were not properly filled with zeros when they already had the expected size.
- The tolerance was too large and was causing patches while computing tangents and bitangents.
- The handedness was inverted to what is expected in the shader (which always inverts tangent's w).

* Updated gem.json for all top-level Gems. All the top level gems now have identical gem.json formats based on the DefautlGem template gem.json. Two additional fields have been added, a type: field and a requirements: field. These fields are for display in Project Mananger. All gem.json files have a default requirements: value of None. Devs are responsible for providing requirements. Gem descriptions and tags have been signed off by developers.

Bone transforms buffer is not valid when using Null renderer, which caused the test to fail since it reported an error and ultimately crashing as well. For now it's been worked around by checking the pointer is valid and not printing the error when null renderer is used, a task for the Atom team has been created to fix this properly in the future (ATOM-15807).
