Modernize ( `bool`/`override`/other) code in AzCore, AzFramework, AzQtComponents, AzToolsFramework, etc.
Replaced a `bind` or two, use `using` in a few places as well.
Fix nullptr comparison of AZStd::function.

NOTE: The memory driller is still intact for now to avoid needing to
modify allocators, but the frame/cpu portions of driller and the
standalone executable are now gone.

removed from the SerializeContext.
The TransformComponent and ScriptComponent which used to Serialize a
NetBindable instance didn't have their version numbers bumped in order
to skip the old data when loading a binary ObjectStream
