Optimize surface providers (#7631)

The gradient unit tests and benchmarks were previously using a mock surface data system, which led to misleading benchmark results. Now, the actual SurfaceData system gets constructed, and the tests use a mock provider, but the benchmarks use actual shape providers for more realistic benchmarking.

Fixed intermittent unit test failures. (#7651)
The problem is that SurfacePoint doesn't have default values when constructed, and a few of the unit tests weren't setting m_position because the values weren't strictly needed for the test. However, the SurfacePointList checks them for validity and asserted when they couldn't be found, which was hit-and-miss due to it being uninitialized memory that was usually but not always 0xCCCCCCCC.
Improved the assert message and set the position values everywhere.

SurfacePoint data structure encapsulations (#7413)
* First pass at encapsulating SurfacePointList.
The biggest challenge in optimizing SurfacePointList(s) usage is the overall memory management associated with it. There are M surface points with N surface mask entries created for every input point, which leads to a lot of container reallocation and memory shuffling when processing multiple input points. By encapsulating the list, it should become easier to preallocate the entries, as well as keep "helper data" around for managing the bookkeeping to associate the input points with the output points.

Misc SurfaceData Optimizations (#7299)
* Misc SurfaceData Optimizations.
This includes a few different optimizations found while trying to make the bulk query APIs faster:
* Switches mutexes over to shared_lock to optimize for the multi-reader-single-writer pattern
* Surface provider point creation now uses a pre-created set of masks to initialize with, and uses std::move() to move the created point into the output list instead of copying it.
* Splits CombineSortAndFilterNeightboringPoints so that the FilterPoints() can occur separately and efficiently with erase/remove_if, and avoids making a copy of the output points.
* Optimized SurfaceDataShapeComponent::ModifySurfacePoints
* Fixed potential bug where the sort wasn't stable since it only compared the Z value, and could have produced unexpected results for differing points with the exact same Z value.
* Fixed up a couple small bugs and missing checks in the unit tests

Add benchmarks and unit tests for GetSurfacePoints*. (#7216)
* Add benchmarks and unit tests for GetSurfacePoints*.
The benchmarks are very enlightening - the existing implementation of GetSurfacePointsFromRegion (and GetSurfacePointsFromList) is currently measurably *slower* than just calling GetSurfacePoints() many times in a loop.  This is due to all of the extra allocation overhead that's currently happening with the way these data structures are built.

SurfaceData cleanups to prepare for bulk APIs (#7166)
* Initial cleanup of GetSurfacePointsFromRegion in prep for bulk API support.
* Removed the generated lookup point from the output structure. Nothing was using it, and by keeping it separate, I can pass it in as a list of points that can be passed throughout the terrain, gradient, and surface data APIs.
* Clarified on the SurfaceProvider bus that GetSurfacePoints() only gets valid XY values on the inPosition.
* Simplified the TerrainSurfaceDataSystemComponent implementation a bit.  The EnumerateHandlers() and the terrain Aabb checks were overkill. Also, the terrain Aabb check assumed that the Z value on the inPosition was valid, which it isn't always.

Replaced and removed the CryTimer (gEnv->pTimer). The new TimeSystem is a merger of the current time functionality found in the engine.

[LY-111998] Surface Tags didn't refresh immediately. (#4468)
When adding or modifying surface tags to a surface tag list asset, the surface tag lists didn't immediately refresh in the Editor.  There were a couple of bugs in the way the tag assets were getting loaded and monitored that are now fixed.

Initial stub terrain gem (#3368)
This is the initial Terrain Gem. In this PR, it doesn't do anything, but it contains all of the initial code, icons, and build scripts for the gem to compile and build successfully. The follow-up PR will contain the first round of functioning code.

Also, with the creation of the gem, the TerrainSurfaceDataSystemComponent is getting relocated from the SurfaceData Gem to the Terrain Gem. This should have no impact, as that component has provided no active functionality in o3de. (It will start working again with the initial terrain system code in the next PR)

This also adds a couple of null guards to prefab code to prevent AP crashes, and fixed an incorrect service dependency in the VegetationSystemComponent that was exposed by moving the TerrainSurfaceDataSystemComponent.

Non-terrain-gem changes in support of upcoming terrain work. (#3345)
In preparation for a prototype Terrain Gem to get submitted, there are a few changes that are needed outside of the Terrain Gem as well:

The TerrainDataNotificationBus lives in AzFramework/Terrain, and needed to be extended to contain an optional OnTerrainDataChanged event to notify other systems when a terrain region has changed.
The HeightmapUpdateNotificationBus was removed, as this was a legacy file from the old already-removed terrain system.
The EditorWrappedComponentBase<> wrapper received a small optimization to ensure that ConfigurationChanged() is only called when the value of visibility actually changes. With prefabs, it appears that sometimes OnEntityVisibilityChanged could be called multiple times in a row with the same visibility value.
The TerrainSurfaceDataSystemComponent was updated to use the correct busses, and is ready to be moved to the Terrain Gem in a subsequent PR.

[GHI 2178] Vegetation Debugger info was sometimes getting culled (#2209)
* [GHI 2178] Fixed missing vegetation info
The entity debug drawing culling system was removing it due to the level entity not having an AABB.  Since this component can draw infinitely far, it just needed a max AABB.
With the culling fixed, it made another culling problem evident - a bug in the font code where it wasn't culling 3D text rendered behind the camera.  Now it is.

When using FloatMax for the AABB, it causes math overflows with the initial camera frustrum.  Changing to max/2.0f is sufficient to avoid the overflows.

[ATOM-4343] Temporary fix for vegetation raycasts until full solution is implemented. (#1572)
Currently, the first time a raycast is attempted for a model, the raycast will fail and the model's kdtree will asynchronously get built.  This breaks the vegetation system, which expects the queries to always work.  This adds in a brute-force fallback for use while the kdtree is building.  However, other use cases like the Editor mouse cursor selection raycast still should get the current "silent failure" behavior, because otherwise the Editor will lock up for several seconds the first time the mouse moves over an extremely complex model.

[LYN-3099] Fixed some issues with vegetation planting on surfaces (#1554)
* [LYN-3099] Fix vegetation raycasts to use bounded ray queries instead of FLT_MAX.
Raycasts with a distance of FLT_MAX sometimes overflowed deep in IntersectSegmentTriangleCCW, so it's better to have strict start/end positional queries.  We have specific starts and ends anyways, so it's a safer approach anyways.
This also adds support for Non-Uniform Scale for meshes, since it was clearly not working correctly in vegetation when testing various scaled meshes.
