Replaced and removed the CryTimer (gEnv->pTimer). The new TimeSystem is a merger of the current time functionality found in the engine.

When adding or modifying surface tags to a surface tag list asset, the surface tag lists didn't immediately refresh in the Editor. There were a couple of bugs in the way the tag assets were getting loaded and monitored that are now fixed.

This is the initial Terrain Gem. In this PR, it doesn't do anything, but it contains all of the initial code, icons, and build scripts for the gem to compile and build successfully. The follow-up PR will contain the first round of functioning code.
Also, with the creation of the gem, the TerrainSurfaceDataSystemComponent is getting relocated from the SurfaceData Gem to the Terrain Gem. This should have no impact, as that component has provided no active functionality in o3de. (It will start working again with the initial terrain system code in the next PR)
This also adds a couple of null guards to prefab code to prevent AP crashes, and fixed an incorrect service dependency in the VegetationSystemComponent that was exposed by moving the TerrainSurfaceDataSystemComponent.

In preparation for a prototype Terrain Gem to get submitted, there are a few changes that are needed outside of the Terrain Gem as well:
The TerrainDataNotificationBus lives in AzFramework/Terrain, and needed to be extended to contain an optional OnTerrainDataChanged event to notify other systems when a terrain region has changed.
The HeightmapUpdateNotificationBus was removed, as this was a legacy file from the old already-removed terrain system.
The EditorWrappedComponentBase<> wrapper received a small optimization to ensure that ConfigurationChanged() is only called when the value of visibility actually changes. With prefabs, it appears that sometimes OnEntityVisibilityChanged could be called multiple times in a row with the same visibility value.
The TerrainSurfaceDataSystemComponent was updated to use the correct busses, and is ready to be moved to the Terrain Gem in a subsequent PR.

* [GHI 2178] Fixed missing vegetation info
The entity debug drawing culling system was removing it due to the level entity not having an AABB. Since this component can draw infinitely far, it just needed a max AABB.
With the culling fixed, it made another culling problem evident - a bug in the font code where it wasn't culling 3D text rendered behind the camera. Now it is.

Currently, the first time a raycast is attempted for a model, the raycast will fail and the model's kdtree will asynchronously get built. This breaks the vegetation system, which expects the queries to always work. This adds in a brute-force fallback for use while the kdtree is building. However, other use cases like the Editor mouse cursor selection raycast still should get the current "silent failure" behavior, because otherwise the Editor will lock up for several seconds the first time the mouse moves over an extremely complex model.
* [LYN-3099] Fix vegetation raycasts to use bounded ray queries instead of FLT_MAX.
Raycasts with a distance of FLT_MAX sometimes overflowed deep in IntersectSegmentTriangleCCW, so it's better to have strict start/end positional queries. We have specific starts and ends anyways, so it's a safer approach anyways.
This also adds support for Non-Uniform Scale for meshes, since it was clearly not working correctly in vegetation when testing various scaled meshes.
* Addressed PR feedback
Nested slices are now detected, converted into prefabs, and the top-level prefab will get linked to the nested prefabs with the proper number of instances. However, the nested prefabs won't retain any of the slice override values or parent entity hierarchy. That will (hopefully) be added in a separate PR.
This also adds support for better relative source paths for nested prefabs. To support this, the tool now needs to connect/disconnect with the AssetProcessor to be able to turn a slice asset ID into a relative source path, so that nested templates can be looked up and converted correctly.

- Various other things that don't do anything now that the legacy renderer has been removed.
I wasn't able to reproduce the deadlock, but from the reported callstack, the following lock inversion happens:
* EditorSurfaceDataSystemComponent::OnCatalogLoaded locked the AssetCatalogRequestBus mutex by calling EnumerateAssets, and then locked m_assetMutex inside GetAsset->FindOrCreateAsset inside the enumerate callback.
* Loading threads would lock m_assetMutex in AssetManager::ValidateAndRegisterAssetLoading, then lock the AssetCatalogRequestBus inside the Asset<T> copy constructor when calling UpdateDebugStatus when the constructor calls SetData->UpgradeAssetInfo->UpdateAssetInfo->AssetCatalogRequestBus::GetAssetInfoById
This should solve the lock inversion on both sides of the problem:
* UpdateDebugStatus now takes in a const ref instead of a copy, so the copy constructor isn't called.
* EditorSurfaceDataSystemComponent::OnCatalogLoaded is rewritten to call GetAsset outside of the enumeration call.
As a bonus, this also removes the blocking load call. The rest of the code already supports asynchronous refreshes as the list assets are added / modified / removed, so this code was changed to leverage the asynchronous refreshes as well.
