Modernization + AZStd::function compare fix. (#3680)
* Modernization + small fix. Modernize ( `bool`/`override`/other) code in AzCore, AzFramework, AzQtComponents, AzToolsFramework, etc. Replaced a `bind` or two, use `using` in a few places as well.
