[AWS][Attribution] Consent dialog is generated on first launch (#1593)

* Adding AWSAttribution Consent panel

* Remove commented code

* Create AWSCoreAttributionConsentDialog class. Move hard coded strings to static const variables

* Remove #pragma from cpp
