Red code legacy renderer (#383)

Browse Source 
- Remove some references to gEnv->pRenderer/GetIEditor()->GetRenderer() that is now always null.
- Restore the debug console to existence.
- Stop building the following in preparation for their removal:

Code/Tools/CryFXC/*
